Diggidy asked:

When exactly was there a rule put in place regarding the cut and specifications of football jersey’s in the college game. As early as 10 years ago, many players wore jerseys cut just below the shoulder pads. I’m sure it had to do with safety, but it looked so much more bad-ass that way.

While I agree with all three answers above, I will add to my answer.

I would have to figure that at some point the NCAA decided that the uniforms should be, well, uniform. The NFL has policies in place to keep players from standing out from the rest of the team for the same reason. It becomes a distraction. This is a team sport, so they should look like a team in all ways.

Ah, the glory days. The tearaway jerseys and the midriff jerseys. I think they were banished after The Dukes of Hazzard ended its run.
