What happened to midriff cut jerseys in college football?

When exactly was there a rule put in place regarding the cut and specifications of football jersey’s in the college game. As early as 10 years ago, many players wore jerseys cut just below the shoulder pads. I’m sure it had to do with safety, but it looked so much more bad-ass that way.
